The Light Blues passed up a series of chances with Hoops goalkeeper Fraser Forster making key saves to keep the game scoreless at the interval.
Rangers were punished for those missed opportunities when Celtic defender Christopher Jullien knocked in a Ryan Christie free-kick in the 59th minute.
Forster then saved a penalty from Alfredo Morelos, after Hoops right-back Jeremie Frimpong had been sent off by referee Willie Collum for fouling the striker inside the box.
Neil Lennon’s 10 men held out for their 10th consecutive trophy win and his first success in the tournament as a manager, as Celtic delivered a psychological blow to Rangers, who have gone eight years without a major piece of silverware.

Team news
Rangers are waiting anxiously on the fitness of Jordan Jones and Borna Barisic.
Celtic are significantly hampered by injuries though with Jozo Simunovic, Scott Bain, Jonathan Hayes and Daniel Arzani all ruled out. Mohamed Elyounoussi, Jack Hendry, Hatem Elhamid and Boli Bolingoli-Mbombo are also doubts due to niggling injuries.
Odds
Rangers 23/10
Draw 7/4
Celtic 7/5
Will Lennon bring Edouard on at half time? His side have looked desperately short of outlets up front and, even if the striker is carrying the slight remnants of an injury, his side are urgently in need of his presence.
KICK-OFF! We're back underway and Lennon has indeed shuffled his pack. Edouard remains on the bench, though, as Johnston replaces Elyounoussi.
49 mins: Rangers 0-0 Celtic
It's not quite as dramatic a start to the half as the ball pinballs around the midfield area. Tavernier has a shot from just ouside the area but it skews well wide.
51 mins: Rangers 0-0 Celtic
What a chance! How has Morelos not scored? The ball falls to him in front of goal on a tight angle, Forster is dancing uncomfortably on his line, swings a boot at it and can only watch as Morelos' shot trickles across the face of goal and somehow slips past the far post.
53 mins: Rangers 0-0 Celtic
Again the ball is loose in the Celtic box and Forster stretches a leg to poke it out of the path of Aribo. Moments later, Morelos is surely fouled by Brown in the penalty area but the referee waves away the Colombian's appeal! There's no VAR.
57 mins: Rangers 0-0 Celtic
What a save! Again Forster denies Morelos. The striker is in total disbelief as to how he hasn't scored.
The ball is lifted into the box and Morelos leaps highest to meet it, heading it down into the skidding turf, but Forster flings a glove and just about turns it past the far post. Another magnificent intervention by the goalkeeper.
Celtic break the deadlock! They've barely had a look in throughout this match, with Rangers spurning so many chances. But just after Edouard comes on, he wins a free-kick near the touchline on the left-wing. The cross comes in and Jullien sidefoots home. That was their first shot of the game!
