Thiago Silva, Ben Chilwell, Malang Sarr, Hakim Ziyech, Timo Werner and Kai Havertz are all in - while Edouard Mendy is close to joining from Rennes and competing with Kepa Arrizabalaga to be the No 1.
There is also the small matter of cutting the squad down, which has seen Marcos Alonso, Emerson, Fikayo Tomori, Kepa, Olivier Giroud and Callum Hudson-Odoi all linked with loans or permanent deals away. Lampard is also under pressure to deliver, having taken the Blues to fourth last season, the £200m+ injection to the squad will raise expectations to finish much closer to champions Liverpool this term and make inroads in the Champions League.
CHELSEA TO MAKE SECOND RICE BID
Chelsea could make a second offer for Declan Rice to cap off a big summer of spending.
The purchase of the West Ham star would take their spending beyond £300m, with Sky Sport Italia claiming a second bid is now imminent.
Rice should be the last target in at Stamford Bridge, with a deal for Edouard Mendy nearing completion.
ARSENAL TARGET WANTED IN ITALY
The Gunners have been linked with Thomas Partey all summer long, but Atletico Madrid are unwilling sellers.
Arsenal have tried to offer players in exchange to make up the asking price, but the Spanish side want cash only - which makes the latest rumour from AS in Spain strange to say the least.
The suggestion is that Inter Milan want Thomas as they can’t sign Kante from Chelsea, but they’ll be offering Ivan Perisic in exchange.
EVERTON FACE COMPETITION FOR RIGHT-BACK
Atletico Madrid right-back Santiago Arias is in demand from Premier League clubs, say South American outlet Radio Caracol.
Everton, Newcastle and Wolves are all admirers, though it’s the Toffees who have made most ground toward a potential deal.
James Rodriguez and Yerry Mina are both also Colombian, adding to the appeal for Arias.
EMERSON WANTED BY NAPOLI
Napoli want Emerson to replace Faouzi Ghoulam it seems, with the Italy international now dropping down to third choice at best for Frank Lampard.
Sky Sport Italia report Emerson is an option for the Italians, with Lampard now installing Ben Chilwell ahead of him and Marcos Alonso.
TOTTENHAM MUST RAISE OFFER FOR ITALY NO. 9
Spurs have made an offer for Torino’s Andrea Belotti, according to Sky Italia.
Mourinho has recently said he’s still sure that Spurs will get a Harry Kane alternative, but it won’t be the Italian international unless they significantly up their reported offer.
The claim is that Spurs made a loan offer with an option to sign Belotti permanently for €50 million, which was never going to be accepted by the Serie A side.

WOLVES STILL WANT GUNNERS WING-BACK
Wolves haven’t given up on signing Ainsley Maitland-Niles.
The new England international was the target of a £15m bid which was rejected, with some suggestion that he will now stay at Arsenal and be a key part of the side under Arteta.
But the Mail are reporting Wolves will return with an increased bid, as Arsenal seek for up to £25m for him.

ARSENAL IN FOR CELTIC STAR
Ian McGarry has suggested Arsenal striker Alexandre Lacazette is in talks with Juventus - see below for an earlier entry where the striker says he’s not leaving - and on the same Transfer Window Podcast, Duncan Castles says Arsenal have identified the replacement.
Celtic’s Odsonne Edouard is the man they want, with a bid of £22.5m tabled including add-ons.
UNITED STILL KEEN ON REGUILON
Manchester United might go as high as €30 million to sign Sergio Reguilon this summer, says Spanish outlet AS.
The claim is that a four-year deal is on offer for the Real Madrid man, who must now pick between the big-money move and trying to break through at “the club of his life and dreams” at the Santiago Bernabeu.
He impressed again on loan at Sevilla last season, where he could also return for another campaign.
