Dozens of areas of police work could be placed with civilian workers and then opened up to private sector tendering, according to an internal Home Office document leaked yesterday, writes Terry Kirby.

The document, a report to a working party considering areas of the Home Office suitable for compulsory competitive tendering lists more than 40 'Category C' police duties suitable to be carried out by civilians.
