From Mr V. Sutton-Vane Sir: Today's leading article "The case for a referendum" (13 December) suggests we may be given a second vote on European membership. However, as no main political party has raised the issue, we have not been given a chance to makeour views known on an equally important membership matter. I refer to the Commonwealth. Should there not be a referendum asking the people of this country whether or not they want this country to be part of this organisation?
