Sir: I have a great deal of sympathy for the Greens. However, any company replacing windows in a listed building should either take advice from the local planning department or advise their prospective customer to do so.

Although legally the responsibility lies with Mr and Mrs Green, morally the responsibility has to fall on the shoulders of the company that carried out the work. It is their duty to be aware of the rules and regulations regarding listed buildings.
