Sir: If the cost-per-journey principle of public transport is to be extended to the use of motorways, it seems reasonable to expect a Motorway Users' Charter similar to that for the railways and underground. While developing the smart-card technology to impose this extra charge, the Department of Transport should examine how to give refunds for overcrowded or unsafe conditions and any delays to one's journey.
