YOUR EXCELLENT leading article (2 May) opposed stepping up the war against Yugoslavia. On 28 April, the US Congress voted to limit the war. When Clinton belatedly asked the House of Representatives to authorise the air war, it refused. So the bombing is now illegal under US law (it was already illegal under international law). The House also voted to block funds for deploying troops, and voted to make Clinton seek its permission before sending troops. The Senate, too, refused to support the war. Events are forcing Clinton towards ending the war: at Nato's Washington summit, he refused to support Blair's call for a land war. No Nato leader supported Blair: his obsession with Milosevic is increasingly reminiscent of Anthony Eden's obsession with Nasser, and may well end the same way.
