RATHER than reduce the number of 'gongs' awarded, John Major should introduce two new 'honours' - the OPB (Order of Passing the Buck), for high-ranking Cabinet ministers and the more mundane OPC (Order of Passing the Can) for the 'lower ranks' on his back benches.
