Sir: Following Denis Hardwick's puzzlement (letter, 3 December) that the reporting of the Irish election was on your Home News pages, I wonder if anyone can explain something I have been puzzling about ever since receiving the Register of Electors 1993 form. On this one had to declare all those whose names one entered as living in the household on 10 October 1992, to be 'British citizens, other Commonwealth citizens, or citizens of the Republic of Ireland'.

Why are citizens of the Republic of Ireland entitled to vote in British elections?
