IF NORTHUMBRIA has too much water and Essex too little, the answer must be a national water grid comparable with the national grid supplying electric power. Rivers, canals, pumps and pipelines would combine to create it, doubtless at great cost but nevertheless saving on reservoir building and on the extraction of water from boreholes.
