THE SERBS stand accused of deploying civilians as a "human shield" to protect military targets. As a stratagem this would make sense only if Nato were aware of the civilians' presence, and might therefore be deterred from making an attack. But nothing deters Nato now, though its pilots can't tell a troop carrier from a tractor let alone a soldier from a civilian. What we are witnessing is not so much a human shield as a Nato fig leaf.
