Letter: Major's outburst beggars belief

Sir: Whatever may be the reasons for the homeless and hungry being on the streets - to the shame, and sometimes annoyance, of more fortunate people - who can support John Major's injunction to 'report beggars to the police'? Even the Tories, surely, will be repelled by this heartless return to the worst of Victorian values: differentiating between the deserving and the undeserving poor?
