Sir: As frequent visitors to England from Canada, we are appalled by John Major's speech on how to deal with Britain's beggars. This sort of tactic is reminiscent of Franco's Spain, where beggars were routinely removed by police from major cities in order to avoid giving offence to tourists, and offers a textbook example of the politics of image rather than substance. Talk about treating the symptoms rather than the disease.
