Sir: Polly Toynbee thinks judicial review gives the judges too much power "to make it up as they go along". She calls instead for Parliament to pass a Bill of Rights. Since this would inevitably be expressed in terms of broad, general principles, there would soon be disputes about its meaning and effect. Who then does she think would be called upon to interpret the Bill of Rights in the courts?
