FOR THE British Foreign Office to describe its inability to predict the extent of the refugee crisis in Kosovo as a "failure in imagination" is an Orwellian statement of breathtaking stupidity and arrogance. It is rather an overactive imagination that has led Blair to believe that bombing Yugoslavia can bring peace and rescue millions of Albanians from atrocity, starvation and death. And as for the statement that the West will assist refugees to return to Kosovo at some point in the future - ask the Palestinians what such promises are worth.
