The Foreign and Commonwealth Office might remember mainstream government policy. We are now "to condemn a little more". And crime, environmental or otherwise, can be committed by act or omission - there is no right to silence over such a crucial issue. Even if government departments cannot maintain consistency in thought, I am sure the general public will.
