Grant (letter, 16 April) is right to point out that the atrocities committed by the Serbs in Bosnia are on a far greater scale than those committed by the Muslims and Croats. However, there is a more fundamental difference between the atrocities committed by the two groups.
The crimes of the Muslims and Croats were committed by individual people, whereas the crimes of the Serbs were an instrument of military policy decided upon at the highest level and executed with the blessing of their rulers. This means that the Bosnian Serb army and 'government' are criminal organisations, whereas the equivalent Muslim and Croat institutions are not.
