Sir: The idea of instant fines for riding bicycles on pavements or without lights at night, mooted in recent correspondence, is a good one, but how can a policeman, or anyone else, identify the culprit?

A simple answer would be for every cyclist to hold a licence, and a reflective plate showing the number displayed on the rear of the machine; the rider would be licensed, not the machine, so the plate could be transferred from machine to machine throughout the holder's lifetime.

This would also be helpful in the event of an accident.
