Sir: Your headline (22 February) on the chain of responsibility leading to oil pollution in Milford Haven omits the pilot. If pilots need wider powers or bigger insurance cover, then you should be pleading for that.

A pilot who finds his orders are not being understood should stand out to sea. A ship not being controlled by a registered UK pilot in British waters should be arrested by the Navy and the officers tried with severe penalties.
