Sir: Emboldened by his clearance of the Krajina Serbs, President Franjo Tudjman wants the remains of the pro-Nazi Ustashe leader Ante Pavelic returned to Croatia (report, 24 April). This act of respect for a mass murderer of Serbs, Jews and Gypsies lays bare the ethnically exclusive nature of Tudjman's state.

Was it mere coincidence that it was Germany which bullied the EU into "premature" recognition of Croatia? To add insult to injury, the parliamentary delegates of the Council for Europe have just voted to accept Serbenfrei Croatia as a member. To be the protege of Bonn and then also of Washington evidently opens doors and shuts out memories.
