Could I suggest an addition? Any policy will require monitoring and regulation. Fishermen of all countries follow a dangerous profession and sometimes do break the rules.
Surely it therefore makes sense to establish a unified EU fishery protection fleet? Whether we are dealing with the English v the Spaniards or the Scots v the Danes, all can be policed by vessels crewed by the Spanish, English, Danish and Scottish who know the rules.
