Sir: For those of us lucky enough to have been born and raised in Pembrokeshire, the sickening sight of the Sea Empress disgorging her cargo of oil is distressing beyond words.

We need to know who is responsible for the ineffectiveness of the control measures, and the pathetic inability of the tugs to control the tanker in variable sea conditions. However, the real villain is the Government which has ignored the recommendations of Lord Donaldson, made in the wake of the Braer disaster, and sacrificed the Pembrokeshire coastline to market forces.
