TONY BLAIR just doesn't learn. For months, Nato threatened Milosevic with air strikes if he did not comply with demands. He ignored the final, positively the last "no more chances", "we won't tell you again" warnings - and that's how we got into this bloody mess. Now Blair and Clinton are about to repeat their blunder by threatening a ground invasion ("Changing the ground rules," 23 May). Milosevic has even less to lose by calling their latest bluff - in which case we will be into the scenario of British troops getting accidentally bombed by US war planes, if their current accuracy record is anything to go by.
