The theme of sinister side-effects from Russian science has been well explored in recent years - the STALKER series and Metro 2033 were both very well received. Singularity swaps post-nuclear fallout for time travel after an entire island is subjected to a strange experiment. It's up to the player to investigate the source of these timeshifts, using a special bit of kit to negotiate the test's effects while fending off security forces and deformed beasts from the last 60 years.
