Sir: In the Independent of 20 September, Clive White describes plans by the Football League to settle drawn games. The proposals miss a great opportunity. Instead of penalties or sudden-death play- offs, a match would be decided against the side with the greatest number of fouls. The resulting improvement in standards of play could possibly lead to no fouling. The match could then be settled by a panel of experts judging the behaviour of supporters - an easier task than awarding numbers for artistic interpretation in other sports.
