JOE GIBBS, the head coach of the Washington Redskins for the last 12 years, is to retire. He will be replaced by Richie Petitbon, the team's defensive co- ordinator. Gibbs said it 'was the toughest decision I have ever made'. Unspecified health problems were said to be a significant factor in the decision, though none was considered life-threatening.
