The cut-off point for the First Division Grand Final winners to submit their application was set for 12 October, with a decision to be announced at the RFL Council meeting on October 28.
Automatic promotion ended at the end of last season, with Super League aspirants now expected to show financial competence and meet minimum standards laid out in the game's Framing the Future document.
