In a dismal goalless first half, Cannock's defence, missing the influential Julian Halls and young Martin Jones, looked vulnerable, although it was the Midland side which created the best chances, usually through Ben Sharpe.
Second-half goals from Kalbir Takher, following up at a penalty corner, and Bobby Crutchley put Cannock in control, although they conceded a late goal.
Earlier, Harvestehuder, with prominent performances from Nick Taylor in goal and Russell Garcia, came from behind to draw 1-1 with Den Bosch to deny Cannock a chance of playing in the bronze medal game.
The Dutch will play the host club Egara in the final with the Germans playing Grunwald, of Poland, for the bronze medal.
