Only two brilliant saves by Surbiton's New Zealand goalkeeper Grant McMinn denied Hill goals in the opening three minutes as Havant won three penalty corners.
In a 2-2 draw Havant twice came from behind with goals from Hill and Chris Ambridge to equalise strikes from Gareth Notton and David Cook.
At Guildford, Cannock also twice came from behind to draw 2-2 and with second-placed Southgate going down 1-2 at Teddington, Cannock have pulled a point clear at the top.
Ian Jennings got his customary goal for Guildford with Bobby Crutchley claiming his 25th league goal when he equalised from the penalty spot. Brett Garrard put Guildford back in command before Paul Edwards scored from a penalty corner.
Hockey will embark on new era after a big vote in favour of forming a new national governing body for men and women. The new association will come into being from 1 June next.
