Spurs have been interested in Argentina international Lo Celso all summer but Betis have been holding out for a £65m fee.
Daniel Levy had been reluctant to meet that price given that Lo Celso moved from Paris Saint-Germain to Betis for £23m in April, once his option-to-buy clause was activated.
Spurs offered Betis a fee in the region of £50m plus performance-related add-ons earlier this summer, but The Independent understands the north London club have today improved this bid as they scramble to secure a third summer signing before Thursday’s transfer deadline.
The news comes after Tottenham’s audacious attempt to bring Coutinho to the club on loan broke down on Wednesday afternoon.
Spurs had hoped to take advantage of the Brazilian’s struggles at the Camp Nou by bringing him back to the Premier League on a short-term deal.
But the 27-year-old has little interest in leaving the club on loan. Barcelona would meanwhile demand close to £100m for a permanent deal – placing him way beyond Tottenham’s price range.
However, Tottenham remain close to securing a deal for Fulham youngster Ryan Sessegnon.
Spurs have been courting Sessegnon all summer and the club is confident a deal can be completed before Thursday’s transfer deadline.
On Tuesday both Spurs and Fulham were still working to reach an agreement for the 19-year-old, who is valued by the Championship club at close to £25m.
Tottenham have attempted to sign Sessegnon for less than that valuation plus Josh Onomah, the 22-year-old midfielder who last season played a bit part role while on loan at Sheffield Wednesday.
But Fulham – while interested in the England Under-21 international – want to keep the two deals separate.
