The Senegal international score five goals in 15 appearances for relegated Hull City in the second half of last season.
N’Doye moved to Turkey for £2.2million last summer but, despite making 12 appearances for the club, has so far failed to open his goal-scoring account.
The most prolific period of his career came at Copenhagen, for whom he scored 59 goals in 104 appearances.
N’Doye then moved onto Lokomotiv Moscow, where 27 goals in 65 appearances convinced Hull boss Steve Bruce to bring him to Humberside.
“Dame will bring something different to our forward options,” said manager Sam Allardyce.
"Having already played in the Premier League he should have no problems in hitting the ground running too, which is very important at this stage of the season.”
N’Doye will not be available for this weekend’s meeting with Tottenham Hotspur as paperwork regarding his visa is yet to be completed.
