Another summer transfer window has come and gone, albeit three weeks earlier than normal, with clubs scrapping around for anything they could get their hands on ahead of the new Premier League season – or not, in Tottenham’s case.

Manchester United were also unusually quiet by their standards, while Chelsea and Arsenal triggered new eras with new signings and a changing of the guard. Wolves and Fulham announced their return to the Premier League by splashing the cash, while Manchester City went about their business in a very Manchester City way.

And then there was Liverpool, who went out early to land reinforcements – a year early in the case of Naby Keita – to leave fans dreaming of a genuine Premier League title challenge. All of that tees up the new season perfectly with our transfer window rankings, but first, a song:

Things started off so well with the acquisition of Fred, a fine player who should lend some fluency to the midfield and free Paul Pogba up to strut his stuff further forward. But everything since has been doomier and gloomier than a Jose Mourinho press conference conducted in a dark forest with a live Radiohead soundtrack. A thousand centre-backs bleeped onto the radar before disappearing into thin air (see – that's basically a Radiohead lyric), meaning United enter the season with a back four formed of players Mourinho has actual voodoo dolls of in his home. There's still no real width, either, and it's hard to avoid the feeling that the men at the top are already looking past the current manager's preferences and thinking about a post-Jose future. Which isn't really what you look for in a transfer window, as a rule.

19. TOTTENHAM

Lads, not trying to be smart or anything, but you didn't sign anyone. Literally not a single soul. OK, granted, it's another major display of faith in the (excellent) players you have, and Mauricio Pochettino's ability to chisel out progress on the training ground. But you don't have to be a gawping, spend-money-at-all-costs Twitter moron to think that a little investment here and there might have freshened things up a touch.

There's no shame in keeping things tight upon promotion to the Premier League; countless clubs have thrown cash around in August and lived to regret it later. However, the Cardiff squad looked fairly short on Premier League quality when promotion was secured, and still look undermanned as the season begins. Harry Arter and Josh Murphy are good signings, but more top-flight experience – especially at the back – was surely needed.

Credit is due to the Terriers for tying Terence Kongolo down on a permanent deal; the midfielder was impressive on loan last term and can hardly have been short of suitors. Versatile World Cup winner Erik Durm could also be a handy player to have around, but the other signings look like gambles: Juninho Bacuna, Adama Diakhaby and Isaac Mbenza are all talented but young and raw, while Ramadan Sobhi is no one's idea of a consistent Premier League performer at present. A new striker might have been sensible, too, given that both Steve Mounié and Laurent Depoitre blew hot and cold in 2017/18.

16. BRIGHTON

The Seagulls have cleared out some dead wood and signed some good players: Bernardo should be a regular at left-back and young Malian midfielder Yves Bissouma looks like a real talent. But looking at the sheer number of new faces, it's tempting to wonder whether Chris Hughton hasn't got a bit carried away after a fine first season in the top flight. Florin Andone and Leon Balogun are good players, but where do they fit into the starting XI? Alireza Jahanbakhsh scored plenty of goals in the Eredivisie, but will he cut it in England? These are ambitious signings, but it's not clear they are the right ones, and it wouldn't be a great surprise if Brighton were left with a few more Jürgen Locadia-esque millstones come May.

15. SOUTHAMPTON

So long, Guido Carrillo. And thanks for the good times. Oh, sorry, where were we? Ah yes, Southampton, now shorn not only of their record signing (!!!) but also flighty creator Sofiane Boufal and, erm, slightly better flighty creator Dusan Tadic. A brave new world, then, and a few new protagonists too. Giant centre-back Jannik Vestergaard wouldn't look out of place in Middle Earth and should reinforce the backline, while Stuart Armstrong provides ballast in midfield. The deadline-day swoop for Danny Ings could go either way, however, as could the £16million signing of Mohamed Elyounoussi, for whom the Premier League may prove to be quite the step up from Swiss football.

Of all the deals that went through this summer, that taking Jefferson Lerma to Bournemouth was one of the more eyebrow-raising. Not because the Colombian isn't a good player – he very much is, apparently – but because Bournemouth are now in a position to splash the best part of £30million on random South Americans. Exciting times indeed. Promising Welsh midfielder David Brooks is a less flashy signing but perhaps an even more astute one, while Diego Rico will provide cover for Charlie Daniels. Steady stuff – although the bank manager may disagree if Lerma struggles to settle.

13. WATFORD

Full disclosure: Ken Sema, Adam Masina and Ben Wilmot are pretty much unknown quantities to this writer, so you should absolutely go ahead and move this entry up and down in your head if you know any of them to be flabbergastingly good or tragically bad. Gerard Deulofeu will earn his keep if he can stay fit, and Ben Foster will spread a bit of calm from goal after last season's misguided Orestis Karnezis experiment. About par, then, with bonus points for squeezing £40mi out of Everton for Richarlison.

File under 'could have been worse'. Yes, Mike Ashley again refused to loosen the purse strings, leaving Rafa Benitez chuntering away in the background, but some decent players did eventually arrive, by hook or by crook. Martin Dubravka will make a massive difference in goal after making his move permanent, Fabian Schar and Federico Fernandez are solid defenders, and Ki Sung-yueng is respectable squad filler. In attack, Kenedy is back for another crack at the whip, now joined by two actual strikers: the workhorse Yoshinori Muto and the battering ram Salomon Rondon. Both are better options than Joselu and the departed Dwight Gayle.

10. CRYSTAL PALACE

Vicente Guaita should finally solve the rumbling goalkeeper soap opera, which is a relief (only joking; JULEZ + WAYNE 4EVA), but it's a bit of a numbers game after that. Max Meyer is a relatively big name but isn't the player everyone thought he was going to be four of five years ago, while Cheikhou Kouyate and Jordan Ayew will probably be squad players, albeit both decent ones. High five for keeping Wilfried Zaha, mind.

Losing your best player is never ideal, even if there was an air of inevitability about Riyad Mahrez's exit. After trying to push through a transfer to Manchester City for what felt like years, the Algerian finally managed to skip away from the King Power Stadium this summer – and the Foxes will be the poorer for his departure. Yet the mood has been lifted by a clutch of savvy additions: Jonny Evans and Caglar Soyuncu should be fine foils for Harry Maguire, Ricardo Pereira solves the problem right-back position and Rachid Ghezzal (Algerian! Plays on the wing! See what you've done there, Leicester) is a genuine, if deeply frustrating, talent. Then there is James Maddison, who had his pick of clubs but opted for the Foxes, who should be delighted to have him.

8. ARSENAL

Transfer dealings were always going to play second fiddle to the big change in the dugout, and sure enough Arsenal have had a fairly modest summer. Modest, but not unsuccessful: Lucas Torreira already looks like a fan favourite in the making and should solve the age-old midfield snap shortage, while Matteo Guendouzi has impressed in pre-season and Stephan Lichtsteiner brings some much-needed winning experience. Bernd Leno and Sokratis Papastathopoulos have managed the impressive feat of seemingly mildly expendable before even kicking a competitive ball, but should also have a part to play.

7. WEST HAM

Yes, sorry, West Ham fans, but you're asking for it a bit with that list of incoming players. And what a roll call it is, featuring scorned scrappers (Wilshere, Perez), four fifths of a whole new backline (Fabianski, Fredericks, Balbuena, Diop) and two signings that have the fans drooling. Are Andriy Yarmolenko and Felipe Anderson guaranteed to succeed? Absolutely not. But if they do, things are going to get pretty exciting, pretty fast at the Olympic Stadium. And if it all ends in a dumpster fire, there'll be some great rubbernecking opportunities. Either way: fun!

Wanted a senior central midfielder, Jorginho in particular. Didn't get a senior central midfielder and saw Jorginho go to Chelsea. Which would be bloody annoying to most teams, but Man City just sighed, went out and got the best player outside the top six, plus some ludicrous boy wonder from PSG, and settled down for another season of being amazing. Resistance is futile.

Yes, we too can see Jorge Mendes fingerprints from here, but we must judge things on their merits and congratulate Wolves for a fine summer. Rui Patricio, Joao Moutinho, Leander Dendoncker... these are remarkable additions for a newly-promoted side. There are a few question marks – Barry Douglas's exit was odd and £18million seems a lot for Adama Traore – but they look significantly stronger than they did a few months ago, and you can't ask for more than that.

3. FULHAM

Fulham were this summer's equivalent of the responsible parent who goes to the supermarket, picks out and pays for all the raw essentials, then gets her change, looks at it in the palm of her hand, thinks, 'F*** it’, and spends it all on sweets. Jean Michael Seri, who was wanted by Barcelona not so long ago, was a staggeringly good buy. Fabri, Alfie Mawson and Andre Schurrle should all be starters. And then came deadline day, like a west-London whirlwind. Sergio Rico: YES. Andre-Frank Zambo Anguissa: GET IN. Joe Bryan: SURE. Luciano Vietto: COME TO DADDY. If just a couple of these work out, Fulham will stay up with ease.

We must have missed the memo, but Barcelona appear to have become some kind of deluxe feeder club for the Toffees, who have benefitted to the tune of three players this summer. They look like good bits of business, too: Lucas Digne could well be Leighton Baines' long-term successor at left-back, Yerry Mina will add energy to an ageing central-defensive unit, and while Andre Gomes has had a tough couple of seasons, there is a real player lurking in there if Marco Silva can reach him. Throw in the talented, tricky winger Bernard – on a free! – and the ever-improving Richarlison, who thrived under Silva at Watford, and you're looking at a summer to remember.
