The 25-year-old Sunderland midfielder, who spent last season on loan at the KC Stadium, is high on Bruce's wanted list after yesterday's capture of George Boyd.
Hull believe they have an agreement in principle with the Black Cats over the fee, and now they will look to put together a package to tempt the player to make the move to Humberside.
Tigers managing director Nick Thompson told the Hull Daily Mail: "We are in the process of negotiating a deal.
"We know where we stand with Sunderland on the price and now it's a case of agreeing a deal with the player and his agent.
"When it comes to a contract, Premier League expectations from players sometimes will not match up with our expectations.
"It's a case of talking and coming to a point where you can agree a reasonable position."
Elmohamady arrived at the Stadium of Light during the summer of 2010, initially on a loan deal, and completed a £2million switch from ENPPI 12 months later.
