The Bundesliga side already had two offers for Lookman rejected this summer, of £12m and £14m, but they have maintained an interest in the England under-21 international and on Sunday they raised their offer by a further £8m.
That would make it RB Leipzig's biggest ever signing and manager Ralf Rangnick has made his signing a priority this summer.
Lookman spent the second half of last season on loan at Leipzig and he has told Everton that he would like to be allowed to return there permanently. Lookman has been told that will be a first team player for Leipzig while he is far down the pecking order at Goodison Park.
Everton have spent big money on Brazilian wingers Richarlison and Bernard this summer and Lookman knows that will affect his first team chances.
Everton have said all summer that they do not want to sell Lookman, whom they bought for £8m in January 2017, but Leipzig are now hopeful that this bid will be enough to get their man.
