Liverpool, Real Madrid and Manchester United are all interested in the England international.
The 19-year-old has just two years remaining on his contract, putting the Germans in a difficult position with the prospect of an extension remote at this stage.
As well as Sancho, Dortmund look set to lose Real Madrid full-back Achraf Hakimi, with his loan set to expire.
And Favre has conceded both players could depart this summer.
“Obviously players will go and we hope that they stay but it’s possible that they may also leave,” said Favre.
“You have spoken about two players who we don’t know definitively what will happen.
“They could stay with us, that’s clear and that would be good for me. We’ll see what we’ll do in defence, midfield or attack.”
Dortmund remain seven points off Bayern Munich at the top of the Bundesliga with three games remaining.
They have already secured qualification for next season’s Champions League, having been eliminated by PSG in the last 16 before the competition was suspended due to coronavirus.
