United have been linked with a move for the centre-midfielder, who has just one year remaining on his contract and is no longer first-choice at Bayern Munich.
In two seasons under Pep Guardiola the 30-year-old has gone from one of the first names on the team sheet to being in and out of the side, with the Spanish manager preferring Philipp Lahm, Thiago Alcantara or Xabi Alonso in a deep-lying midfield row.
Matthaus, Germany's most capped player and a World Cup winning captain in 1990, says Schweinsteiger should consider a reunion with former Bayern manager Louis van Gaal at Old Trafford.
"He played Alonso there in the most important matches and Schweinsteiger had to step into another role that does not suit him," wrote Matthaus in his column for German newspaper Bild.
"Schweinsteiger has never been the fastest player in the world and, as he turns 31 soon, that will not improve in the future, but he is certainly intelligent enough and has the necessary vision to be the central link between defence and offensive midfield.
"If there is an offer from Manchester, Bastian should give it serious consideration."
