The 26-year-old, who was signed from Frankfurt for £45m in 2019, was highly rated but has failed to impress during his time in East London, scoring 14 goals in 53 appearances.
Manager David Moyes has favoured Michail Antonio in a central role so far this season, with Haller only making his way into the starting eleven when the former was ruled out with a hamstring injury.
The deal is yet to be agreed, however, there is confidence that it will be completed this January if West Ham are able to secure an immediate replacement to rival Antonio.
The Hammers previously targeted Joshua King, who now only has six months remaining on his contract at Bournemouth.
