Speaking ahead of Leicester's win over Crystal Palace yesterday, which moved the Foxes eight points clear of Spurs, Keown also said he is unsure if Arsenal will finish in the top four.
The Gunners' win over Everton means they now have a five point cushion on fifth place West Ham.
"It's alarming the form that Arsenal are in," Keown told BT Sport.
"I mean, we're talking about winning a Premier League - I'm not even sure they're going to be in the top four.
"Every season it seems to be happening. Year after year. But this is the year that it hurts most of all because Tottenham, I feel, will win this league.
"It can happen (Spurs can close the gap). This is where it starts to pinch now and the pressure comes on."
