O'Neill has started negotiations for the Dutchman and would like to take him on loan for a year or on a free transfer.
His £60,000 a week wages are a problem, however. Celtic could offer him £40,000, if Chelsea make up the rest by loaning him out for his final season or paying him off.
Emerson, the Roma midfielder said that Chelsea are still interested in him, but not for the "same figures as last year".
Chelsea have made a "huge" offer to lure the centre-back Walter Samuel away from Roma, according to the player's agent, Raul Oliveros. "Chelsea's offer is huge and will be impossible for both the player and Roma to refuse," he said.
