Didier Deschamps will now be without Martial for the Euro 2020 qualifying matches against Moldova and Iceland.
The French forward injured his knee in the 2-1 FA Cup quarter-final defeat to Wolves.
A decision was made after a conversation between the two parties, the FFF have revealed.
A statement read: “Anthony Martial is suffering from recurring problems in the right knee.
"He again felt severe pain in his right knee after Saturday’s match against Wolverhampton.”
Atletico Madrid winger Thomas Lemar has been called up as Martial’s replacement.
Martial will rehabilitate back in Carrington and could still feature in United’s next game against Watford on March 30.
Meanwhile, United defender Victor Lindelof has dropped out of Sweden’s squad to face Romania and Norway due to personal reasons.
