Costa, 26, had missed the Community Shield and the midweek friendly against Fiorentina as he was again struggling with hamstring problems.
But having rested for the last week the Spanish striker trained on Friday and has been deemed fit enough by Jose Mourinho to play in the first game of Chelsea's title defence.
Elsewhere, the Chelsea team is as expected - Loic Remy, Radamel Falcao and Victor Moses are all on the bench. However, there is no place for Colombian winger Juan Cuadrado, perhaps hinting that his brief and unsuccessful spell at Stamford Bridge is coming to an end.
For Swansea, Garry Monk starts new signing Andre Ayew, but new signing Eder and Franck Tabanou are both substitutes.
