The winners and runners-up advance to the third stage. Three: the two teams play with the winners going into a play-off against the fifth-placed South American team.

Preliminary tournament consisting of one group of 10 has started. The top four qualify for the finals. The fifth-placed team play off against the Oceania qualifier.
