Spurs overcame Arsenal in the north London derby on Wednesday, while five-time winners Chelsea defeated Bournemouth.
Pep Guardiola's City saw off Leicester in a penalty shoot-out on Tuesday, with Burton into the last four of the competition for the first time after winning at Middlesbrough.
Television presenter Piers Morgan, an Arsenal supporter, performed the semi-final draw alongside Peter Crouch wearing a Spurs shirt.
The forfeit came after Morgan lost a £1,000 charity bet to former Tottenham striker Crouch on the outcome of Wednesday's match at the Emirates.

Half-time verdict
So far, so good for Spurs at the Emirates. Mauricio Pochettino's side lead their north London rivals after a 20th minute goal from Son Heung-min.
Paulo Gazzaniga has had a fairly impressive half for Spurs. He denied Henrikh Mkhiyaryan with a good save early on and it wasn't long until Spurs got their opener.
It was the Spurs goalkeeper who started the attack for Spurs with a quick clearance. The ball fell to Alli, who played an excellent pass through to Son and the forward finished excellently.
Moussa Sissoko had a huge chance to make it two but blazed over from just inside the box. Arsenal finished the half well but it's Spurs who lead. Arsenal 0-1 Spurs.
At Stamford Bridge, Chelsea will be disappointed to not be ahead having missed a host of early chances.
Bournemouth have certainly grown into the match though and had some good opportunities of their own towards the end of the half. Chelsea 0-0 Bournemouth.

Barkley's shot is blocked by Cook and Boruc can gather.

Chance for Arsenal. Iwobi crosses the ball to Maitland-Niles, who's in a lot of space in the box. The England U21 international fails to control his shot and the danger is gone. Arsenal look a lot better in this half.
55 minutes: Chelsea 0-0 Bournemouth
Good play again from Loftus-Cheek, who's looked dangerous all night. The England midfielder cuts inside, plays a one-two with Giroud and fires a shot just wide. Good effort.
