The Frenchman is one of three changes made by Wenger, with third-choice goalkeeper Emiliano Martinez and Santi Cazorla coming in for Wojciech Szczesney and Jack Wilshere, who were both injured in the defeat at the hands of Manchester United on Saturday.
Welbeck is not named among the substitutes after picking up an injury. Joel Campbell and Lukas Podolski start on the bench while Olivier Giroud is fit but not registered to play in the group stage.
Laurent Koscielny returns to first-team action but takes his place among the substitutes leaving Nacho Monreal in the first team.
Jurgen Klopp has made four changes to his team.
Star man Marco Reus picked up an injury at the weekend, with Ciro Immobile in to take his place, while Marcel Schmelzer replaces Erik Durm at left-back.
Sven Bender also returns to take the place of Sebastian Kehl in midfield, while Kevin Grosskreutz replaces former Manchester United man Shinji Kagawa.
