An international panel of umpires could be established in time for England's new year tour of the West Indies. The world cricket powers are understood to be on the verge of securing a sponsorship deal with National Grid which would see every Test - including those in England from next summer onwards - controlled by one home country umpire and a 'neutral' official from overseas.
