The 25-year-old St Andrews player, who has his sights on a place in the European Ryder Cup team this year, holed six birdies to set the pace ahead of Rolf Muntz of the Netherlands who finished five-under.
Muntz was one ahead of Sweden's Fredrik Jacobson, Ignacio Garrido of Spain and England's Ross McFarlane, who all shot 68s.
Some players started their second round late in the day in anticipation of deteriorating weather conditions over the weekend.
Mist and strong winds caused Thursday's scheduled first round to be abandoned after less than two hours of play, and the tournament was reduced from 72 to 54 holes to ensure a a finish on Sunday.
Kathryn Marshall was in joint first place after the first round of the LGPA Nabisco Dinah Shore event at Rancho Mirage, California, while Britain's Laura Davies was four shots off the lead. Kris Tschetter had a great run on the the back nine to finish with a six-under-par 66 and share the first- round lead with Marshall.
Sherri Steinhauer, Deb Richard and Dale Eggeling were two shots back at 68 after their first appearance at the Mission Hills Country Club course which is hosting the year's first major championship on the women's tour.
Former Dinah Shore winner Dottie Pepper and Pat Bradley stood at 69, while Davies and Nancy Lopez were among six players at 70.
Tschetter, who has one victory in over nine years on the LPGA Tour, birdied five holes on the back nine by making putts from 20, seven, 15, four and 14 feet.
Marshall opened her round with a bogey, then got her bearings with birdies on the second and third holes. Overall, she made seven birdies and one bogey. ``I got off to the worst start possible," said Marshall, who has one victory on the LPGA Tour.
