Your support makes all the difference.NEW YORK (Reuter) - The UN Secretary-General, Boutros Boutros-Ghali, yesterday called the response to the crisis in Rwanda a failure for the United Nations and the world community.
'I failed; it is a scandal. I am the first one to say it and I am ready to repeat it,' he told a news conference. 'It is a failure not only for the United Nations but for the international community and all of us are responsible.' He was answering questions on the lack of troops and the relatively slow response of the Security Council, which approved a 5,500 force a week ago after days of haggling.
'It is genocide which has been committed in Rwanda and more than 200,000 people have been killed (but) the international community is still discussing what ought to be done.' Not only the big powers were responsible but nations in Africa and elsewhere.
