Moscow - The Russian Defence Minister, Pavel Grachev, said yesterday that his troops had won a decisive victory over rebels who had set up a base in a village in eastern Chechnya. Interfax news agency quoted Mr Grachev as saying his troops killed 200 out of 300 guerrillas during a five-day battle for Novogroznensky, 40 miles east of the regional capital, Grozny. Reute
