MANILA (AFP) - President Fidel Ramos yesterday asked Congress to legalise the banned Communist Party of the Philippines (CPP) and authorise a sweeping amnesty.
This would allow the CPP to 'compete freely, openly and peacefully in the political, economic and social arena,' he said. The CPP leads the New People's Army, which has waged a 23-year guerrilla war, but yesterday said it would 'sit down and conduct negotiations leading to a comprehensive political settlement'.
