Pyongyang ready to talk
North Korea has agreed to open talks with the US over its withdrawal last week from the Nuclear Non-Proliferation Treaty, according to a senior government source in Seoul, Terry McCarthy reports from Seoul. Pyongyang's apparent backing away from its confrontational stance sharply reduced tension on the Korean peninsula yesterday, four days after US and South Korean troops were put on nationwide alert. Many analysts believe North Korea is close to developing a nuclear device.
